Reverend Deborah Shepperson Smith,

Founder & President


Deborah Smith is founder and president of Angel Wings Ministries (click to view history of Angel Wings) in Baltimore, Maryland.

Reverend Smith received a bachelor’s degree in Art Education and a master’s degree in Vocational Rehabilitation Counseling and Administration.  Her  journey to fulfill her life long spiritual calling culminated in her ordination as a minister in October 1999.  Her personal mantra for her and her organization is ”We are our brother’s keeper“ which best sums up her mission in life.

Baltimore native who graduated Mergenthaler Vocational Technical High School in the Printing Vocation.  Is co-owner of UE Global Printing & Photography in the Govans section of Baltimore City.

Juanita DeShields,

Board Member


Juanita DeShields, editor of Angwl Wings Newsletter was born and raised in Baltimore, Maryland.  Juanita was educated in the Baltimore city school system and graduated from Coppin State College with a degree in English/Media Arts. She has hosted an Open Mike Poetry event at Eubie Blake's International Jazz Institute and Cultural Center for more than six years and is busy promoting her first collection of poetry: In My Head.  Juanita is the mother of two adult sons, she has four grandchildren.  She is active in her church.  She has worked with the mentally ill for nine years, and with homeless women and children for the past six years.

Rita Fayall,

Board Member


Rita Fayall, a grass-roots community organizer and activist, and long-time resident of Northwest Baltimore, helps residents and stakeholders organize and take action to improve the quality of life for themselves and their families.  She has held leadership roles in Garwyn Oaks as its Community Organizer, and the Greater Northwest Community Coalition (GNCC) assisting in the development and implementation of the Strategic Neighborhood Action Plan (SNAP).  She  currently works as Program Coordinator for the Meet Me Halfway Village Center, a program founded by her husband, which provides mentoring and family support services for students and families of Garrison Middle and Forest Park High schools.

            In addition to Angel Wings, Rita serves on the boards of Project Garrison, Wayland Baptist Church’s Community Development Corporation, and Garwyn Oaks United Neighbors Association.  Rita is married to Bernard Fayall and has two daughters and two grandsons.

Shigeyo Ibrahim,

Advisory Board Member


As a health and human services manager for 24 years, her experience includes design, development, and management of community-based projects and programs.  She has demonstrated expertise in new start-ups, engaging diverse groups, building private/public partnerships, building consensus and designing community driven models of care.  These models have included addressing issues facing our communities: substance abuse and addiction, infant mortality, HIV/AIDS, economic development, school-based health, immunizations, and the lack of health insurance and access to care for the uninsured. More recently as a Regional Operations Manager for Newton Learning, a division of Edison Schools, she provided management oversight of high quality after school programs for Baltimore City public schools.  She has served on numerous boards and grant review panels at the local and federal levels.

Reverend Jacquelyn McLellan

Advisory Board Member


Jacquelyn McLellan  is a pastor serving the United Methodist Church  since 1994. Her current assignment is that of leading the congregation at Corkran Memorial UMC in Prince George’s County, MD. She is a former science teacher of the Baltimore Public School System, where she dedicated her time and energy to teaching over two thousand middle-schoolers for 23 years. 

 

Rev. McLellan earned a BS Degree from Howard University and received continuing education and administrative training from Johns Hopkins, Morgan State University, and Towson State---all in Baltimore. In addition, she earned a  Masters  of Divinity degree from Wesley Theological Seminary, located in Washington, DC (1998)

 

Rev. McLellan is the wife of Rev. Daniel C. McLellan  (retired). They are proud parents of four grown children, five grand children, and recently, one great-grandson.

Apostle William M. Payne,

Pastor and National Affiliate


Apostle William Melvin Payne is a great man of God which is evident by the people that he serves as the pastor of Universal Ministries Worldwide, formerly known as Universal Church of Truth in Indianapolis, Indiana.  He was called and consecrated to pastor this great church at the age of 32 and has been its faithful leader for over 33 years.  He’s the spiritual covering for churches and ministries in Illinois, Georgia, Louisiana, Michigan, Maryland and South Carolina, as well as churches in Indiana where he is headquartered.

Harold B. Smith, DDS

Board Member


After earning his doctorate in dental medicine at the University of Pennsylvania School of Dentistry in 1979, Dr. Harold B. Smith completed a residency at Keesler Medical Center. He has achieved the level of Fellowship status through the Academy of General Dentistry and is a Diplomate of the Federal Services Board of General Dentistry. Additionally, Dr. Smith is an active member of the American Dental Association, National Dental Association, Academy of General Dentistry, American Academy of Cosmetic Dentistry and Indiana Dental Association. He continually completes training on the latest advancements in dentistry, including developments in esthetic, restorative and implant dentistry.

Paul Smith,

Board Member


Educator, contractor, humanitarian--- these are some of the attributes of this dynamic and energetic man.  Paul is a graduate of Coppin State College in Baltimore, Maryland where he majored in special education.  He has owned and operated a contracting business for over 20 years, whereby he has trained and employed ethnic minorities in the community. Many of the men have gone on to work in various aspects of the contracting field;  some have even created their own businesses.  He acts as a consultant to several small business owners.   He is also a member of Phi Beta Sigma Fraternity Incorporated.  Paul Smith is the patient and supportive husband to the founder Deborah S. Smith. He has three sons Byron, Kwasi and Jamal; together, Paul and Deborah are  the proud grandparents of three.  Paul also serves as mentor and role model to nephews and teenage males in the community.

Angel Wings History

 

 

     


Deborah Smith is founder and president of Angel Wings Ministries in Baltimore, Maryland.  Angel Wings has been in existence as a corporation since November 2000.  This ministry is an interfaith organization that provides programs and resources for children and their families.  It is under the leadership of   Universal Ministries Worldwide based in Indianapolis, Indiana.

 

Reverend Smith received a bachelor’s degree in Art Education and a master’s degree in Vocational Rehabilitation counseling and administration.  Her  journey to fulfill her life long spiritual calling culminated in her ordination as a minister in October 1999.  The formal birth of Angel Wings thereafter served as the conduit for Reverend Smith’s passion to empower the lives of families experiencing life challenges and despair. The ministry provides a ray of hope for children and their families by providing clothing and toys through the Secret Santa Project, which began in 1996; by supplying children with adequate school supplies at it’s annual ”Book To School Rally“, which started in 2001; by uplifting and inspiring people with the message of hope through the Angel Wings Newsletter; and by providing emergency resources and referrals as needed.    

 

Angel Wings mission is to advocate and provide for children by empowering families (many of whom are grandparents) to rise above their adversity.  Reverend Smith’s ministry has expanded beyond her immediate community to include her work in the following:
